For example, if the Moon is approaching just one meter from the surface of the ocean, will only one drop of water rise to the Moon?

No !

The gravitational force of the Earth is six times the gravitational force of the Moon! The Moon is average 384000km away from Earth, and the gravitational force decreases with the square of the distance! Also, what about durinal tides?….

Why is the tide late for 24 minutes’ average? My theory can explain the nature of tidal formation!

Sometimes it is one in the same. When a High-High tide comes, a Low-Low is soon to follow. Just goes to say If you are in a bulge it is High or High-High and as you move out the tide changes to the Low or Low-Low tide. I suggest taking the tide height value from the News paper or a web site that holds it ? now – and plot them on paper or in a sheet and then plot the wave forms. Do two curves as there are two tides.

A lot of the difference can be blamed on the wind, but the combination of pressure and wind does contribute to storm surge effects:

“The combination of wind setup and the inverted barometer effect associated with storms can create a pronounced increase in sea level.This is often called a storm surge. A long surface wave travelling with the storm depression can further exaggerate this sea level increase. A negative storm surge is the opposite effect, generally associated with high pressure systems and offshore winds, and can create unusually shallow water.
